Basel Convention Plastic Waste Amendments

Environment and Climate Change Canada that the government has officially accepted the Basel Convention plastic waste amendments that went into effect on 1/1/21. Canada will now need prior informed consent from importing countries before shipping certain types of plastic scrap and is forbidden from trading with non-Basel Convention countries without a special agreement.

Canada recently completed just such an agreement with the US (a non-Basel Convention country) so that trade in scrap between the two countries will not be affected by this change. The Convention amendment may add some additional cost and initial slowdowns in trade of plastics, but is not expected to have a major effect on Canadian markets long-term. The regulatory requirements stemming from this ratification are contained in the Export and Import of Hazardous Waste and Hazardous Recyclable Material Regulations.
