  • 9:00 – 10:15 pm – Plenary Session – “Is your Organization Ready for What Lies Ahead?” – Change management in the solid waste industry involves organizational and infrastructure change, financial change, strategic communications and tactical planning, decision analysis, economics and cash flow analysis, just to name a few. How are you dealing with these changes? Learn from those with experience and expertise in the complex field of change management.  Hear from communities on tactics and plans for dealing with the changes anticipated over the next 10 to 20 years in the solid waste industry here in British Columbia.
    • Keynote Speaker – Dan Pitzler, Principal Economist, Strategic Design and Risk Management, CH2MHill, Seattle WA  Dan will set the stage and give a good overview but with local examples as well. He has spent over 30 years working with communities on decision analysis.  Dan is Mr. Change! Learn how he has helped dozens of large and smaller municipalities navigate feasibility analysis and produce a long range solid waste financial plan with engaged stakeholders.
    • Russ Smith, Senior Manager, Environment and Waste Resource Management, Capital Regional District will address his regions challenges with respect to, expanding involvement in stewardship programs, declining waste tonnages and related drops in revenue and the decisions needed in order to finance an increasingly complicated regional solid waste management system.
    • Ben Van Nostrand, P.Ag., AScT., Columbia Shuswap Regional District utilized an innovative approach to their solid waste plan and achieved innovative results.

  • 10:45 – 11:45 – Ministry of Environment Program Updates and Vision for the Future – Hear from key MOE staff members on updates to existing programs and regulations and learn what program managers and operators need to plan for next as policy continues to evolve both Provincially and Nationally.

  • 1:30 – 3:00 pm – Plenary Session – Now that Flow Control is No Longer an Option, What Next? – The recent decision by the Minister of Environment to reject approval of Metro Vancouver By-law 280 will have ramifications on the future of solid waste management.  Will this contribute to the reduction of our solid waste, or not, as we all work towards Zero Waste. Hear from government and industry representatives on the challenges they must consider in dealing with this change.  The session will be facilitated by Dan Pitzler, Principal Economist with CH2MHill, Seattle, WA and will include the following speakers:
    • Bert Monesmith, Senior Market Director, Tetra Tech EBA, will set the stage and give a global overview and present case studies of communities where flow control has been successful and other jurisdictions where it has resulted in destabilization of the industry.
    • Geoff Rathbone, Vice President, Resource Recovery, Progressive Waste Solutions, will provide his point of view on the issue from two points of view: first as the former General Manager, Solid Waste Services in Metro Toronto and more recently as a key representative of the private waste hauling industry.
    • Paul Henderson, General Manager, Solid Waste Services, Metro Vancouver, will address the next steps his department is going through in the solid waste plan review and reassessment process as a result of the Minister’s rejection of Bylaw 280.
    • Carey McIver, Principal, Carey McIver & Associates Ltd., will  discuss the flow control issue from the point of view of Van Island and how there is need for flow control on the Island even though there is no plan to build additional costly infrastructure like an incinerator. In addition she will discuss how many communities are victims of their own success, increased diversion resulting in increasing tip fees to keep the infrastructure operational.
    • Ed Walsh, Vice President of Operations, BC, Emterra Group, will address how the lack of flow control may impact on the recycling industry in Metro Vancouver and BC in general.
